How to become a member of a public project?

Hi everyone,
for support of some software products I have some public projects with Wiki, Issues, Roadmap, Forum.....
anonymous and non member users are allowed to watch content of such public projects.
but they are not notified automatically, if there are news (new bug, new, feature, new version...)
is it possible for a user to become member of a public project by himself in order to subscribe to
news related to the project?
The only way, I know in the moment is that I (as administrator) has to add members to such projects.
