Migration to the latest version Windows(IIS)

Hello,
I have the task, migrate from the Redmine 2.3(on Linux) to Redmine 3.4 (on Windows IIS). This is my first migration, please give advice.
What I need to do first? and is it right to migrate to the same version of IIS (Redmine 2.3) and then make the migration to the 3.4 version? Or I can do it right away to the 3.4 version? I'm used Microsoft Web Platform Installer to install Redmine 2.3 to the IIS and now I need to migrate to the 3.4
