Different target version for each category

Hello,
does any one know how a list of target versions can be chosen for a specific category. Here is an example for what i mean:
Category 1 - Mobile App
Category 2 - Embedded Device
When i am creating a new issue for a mobile app and i choose from the Category dropdown "Mobile App", i want to see in the "Target Version" dropdown only version which are for the category Mobile App. Currently i see also the target version for "Embeded Device".
I googled and found out that this can be achieved if "Mobile App" and "Embedded Device" are two sub-projects of a project. But because the architecture is already existing i don't want to separate them as sub-projects.
Can anyone help?
