PostgreSQL 11 support

PostgreSQL 11 has been released on 2018-10-18.

Did anyone test Redmine with PostgreSQL 11?

redmine 4 is fine, but
redmine 3.x has known issue https://github.com/rails/rails/issues/28780

Thank you. I think it is OK if Redmine 4.0 works fine.
