Restricting SVN access

I've been running Redmine 0.8.0RC1 for a few months with no issues, and have setup SVN access over Apache.
I've set users with the Reporter role to NOT have access to the repository, and for web access via Redmine these constraints are enforced, ie no Repository Tab and no viewing of changesets etc.
However, if a Reporter tries to checkout a working copy of the repository, they are able to. Is this intended behaviour? Is there a recommended solution to prevent access?
