"Log time" does not include % complete field?

Is this intentional? When you log time, it is allowing a short cut to updating an issue for time related activity. I.e. hours, comment, activity. But what about % done? Why is this not included? Shouldnt this be part of the time logging? I.e. if I worked on something, didnt I get something done too?
Is this a bug that I should file?
