I broke my redmine on ubuntu after installing plugin

I have been running 8.6 on ubuntu 9.4 for over a year now and it has been a huge improvement in workflow. Today I attempted to install the plugin http://www.redmine.org/plugins/redmine_local_avatars_003 I copied the files to the vendor/plugins directory, restarted appache and nothing happened. So I ran this cmd:

rake db:migrate:plugins RAILS_CNV=production

I rebooted and now redmine doesnt work. IE I can't connect via the browser.

I don't know anything about rails. At original setup last year I just installed redmine by following this guide.

RAILS_CNV=production

Isn't that supposed to be RAILS_ENV ?

I am sad that many plugins appear to be "dangerous to beginners".
