Passenger error: "undefined method `full_name' for nil:NilClass"

I am running Redmine 1.2.1 on Debian 6. The application fails to start under Phusion Passenger, v 3.0.9. I have installed, upgraded, and downgraded a variety of RubyGems, in accordance with information on other forums. I have tried 1.8.11, 1.6.2, and 1.3.7. I have also tried Rails v 2.3.12 in addition to the currently configured 2.3.11. I have also tried using and removing the Rails version in vendor, as suggested in other discussions. Each combination fails, but for different reasons. The latest error is: "undefined method `full_name' for nil:NilClass", which comes up parsing the environment.rb file.
The application appears to run fine under the bundled WEBrick server to an Apache reverse proxy. I have other Rails applications on the server and would really like to run them all with Passenger.
Any suggestions?
