De-conflict with multiple LDAP and local users

We are setting up a RedMine server for collaboration between two different universities in Iceland, each with their own ActiveDirectory server. There are also collaborators who are not in either system and need to be added as local users. Is there a good scalable way to deal with username conflicts? I have seen mention of
username@domain or DOMAIN/username
but the various discussions here imply that won't work. Are the suggested modules/solutions? Perhaps using email address as a full username might make the most sense?

Previously we have used username_ext for people not on our LDAP servers, but this is a hack and not sustainable.

I'm currently using Ubuntu 10.04LTS and trying to get the standard debian packages to work. Due to my current inability to get them working (I tried to use the newer packages on the wiki, but they broke everything), I'm about to switch to the latest stable sourcetree for redmine.
