Issues in a weird state.

Something has happened to where if I try to open an issue, it just goes back to the items under that project page instead of opening the issue.
Menu path: Projects > <project name> > <issue> > <link to item>
This is a new install and all I care about is the users.
In theory, with some help? I could export just the user tables and then clear out all the otehr tables. Rest to clean tables (How??), and then import the user table data?
Help is much needed and appreciated!
