How do forum emails work for a new message?

When creating a new forum message, how can I tell which project members have received the message (and can therefore respond), and who hasn't (and is therefore ignorant of the discussion)?

I'm hoping that everyone in the project is notified of every new forum message.

If so we can use Redmine as a communication hub - otherwise we can't initiate group discussion from Redmine.
