Email replies work for forums but not issues

I have email receiving working using IMAP fetching of emails. Replies to forums work fine, but replies to issues do not. Emails appear to be opened by redmine, but no comment is added to the issue. I am using allow_override=all, at least in testing. Emails are coming from a known user. Any suggestions on how to debug or fix are much appreciated.
