Failure to restrict access to issues

Hello,

I have two users who each belong to a different group.
I created two roles that I associate with the two groups:
- the user only visualize all the requests of a tracker "t1"
- the user only view and edit the requests of the tracker "t1" +assigned to his/he+r.

when I test, the users view and edit all requests of the "t1" tracker regardless of the assignment.
Is this normal?

What role user can view and edit regardless of the assignment?
