Moving an issue to another project and tracker requires target project to support origin tracker

I have two projects A and B.
A uses tracker x.
B uses tracker y.
Now i want to allow users to move issues from project A to B, while simultaneously changing the tracker from x to y.
I can't get this work, without activating tracker x in Projekt B.
This is unfortunate because:
- It seems unnecessary.
- It would allow to move the tickets without changing the tracker.
- Users could get confused by the choice x or y presented to them.
Am i missing something or is this a bug?
