How to Allow Non-Admin Users to Add Projects

I would like users to be able to add projects without giving them access to things like user management and Redmine configuration. I'm not seeing an easy way to do this but I may just not have things configured correctly. Any help would be greatly appreciated.

Add a request feature about adding a more fine grained permissions.
