Cannot insert one menu into project_menu in my_plugin

Hi every body. I am newbie develope plugin redmine. I create new scaffold in redmine copy view/controller/modle/helper of scaffold to my_plugin. But when I insert It into project menu. It do'nt work.Code:
menu :project_menu, :nhacungcaps, { :controller => 'nhacungcaps', :action => 'index' }, :caption => 'nhacungcaps', :after => :activity, :param => :project_id
