Plugin appear in plugin list but not in the filter select

Hi,

I just developed a plugin that add a filter in the filter select, when i try it on my computer with the default server (WEBrick) with "rails s" everything works well but when i try it on an apache server the plugin appears in the plugin list but not in the filter select do you guys have an idea why ?
