There is no way to configure Public Holidays.

I looked through all settings and couldn't find a way to enter Public holidays.

According to source code it should be a tab in settings and the list of Public holidays should be accessible via Setting.plugin_redmine_wktime['wktime_public_holiday']

From Time and Attendance 2.1 public holiday feature has moved into attendance module.
You have to create an issue called 'Public Holidays' and set that issue as leave in attendance tab in plugin configuration.
Then put time entry for that issue in Time sheet.

If you don't plan to use attendance module then please put log time for any issue.

Well, the idea was to reduce the amount of wrongly entered timesheets because people tend to forget which days were public holidays and try entering some hours for other tasks which is wrong.

So if there were predefined holidays for current year then people would immediately see that this is not needed to be entered manually.

We didn't want to keep public holidays in 2 modules. It has been moved to attendance module and modelled as an Issue.
The old public holidays feature was just used for min and max hour validation. If a day was marked as public holiday in the Plugin configuration, that day was not checked for min and max hours. It won't prevent users from entering hours on a public holiday, plus the marked public holiday was visible only to admins and not to the normal users.
