Is there a plug-in that allows other users to ask questions with To in the ticket?
Suppose that there is a ticket creator A, a person in charge B, and a user C who wishes to ask a question, A drafts it and sets person B in charge.
If you declare it as @ C in the comment of that ticket, C you want to notice.
PluginQuestion is close to the ideal, but development has stopped and it seems that it can not be used in Redmine 3.4.2 currently used.
