Allow me to change title of issue when copying

Description

When copying an issue, I often want to change the title of the ticket before it is saved. The current copy screen doesn't allow me to do that. I have to click 'Copy and follow' and then change the properties of the ticket.

Now we can edit the subject when copying a issue (maybe related to #5950, #7603).
I close this issue.
