Limit use of REST API access by the role of the user

Description
In publicly-registerable deployment of Redmine, I don't want users to use the REST API.
However the administrator (me) still need to use the API to integrate Redmine with other systems.
It is preferable if use of the REST API can be limited by the role of the user.
