Description
If I set custom required fields, all the roles appear to respect the permissions unless you are an admin. The admins appear to only respect the Redmine default required fields.

Redmine version 2.1.2.stable
Ruby version 1.9.3 (x86_64-linux)
Rails version 3.2.8
