Let user defines CSS color for priority and issue status

Description

It would be awesome if we let the user can defines the CSS color used in the "issue table's row".
The CSS color would be defined in the issue priority or status creation and modification.
And for the default, we can take the color defined here : #4967

Hm, currently there is a way to define them with your own CSS theme. I'm not sure if this is good to define two ways for the same thing?

Yes but if we move/delete/replace priority in admin, we have to edit our own CSS.
I think it would be a nice addition to do it automagically :)

I think this is easy to implement. When I edit a tracker as an admin, there should be a field called "CSS Color number", which is incremented automatically and can be changed.
Probably without uniqueness validation, because it will be hard to swap them otherwise. Also if one likes different trackers to have the same color, why not?
