I made a patch file from Ivan Cenov's bg.yml file.

According to Google translation, it changes label_news_new from "Добави" (Add) to "Нова новина" (New news). "Нова" is used in various label_*_new labels and "новина" is the current translation for "News".

LGTM. Setting target version to 4.0.0.
