Default "Assigned to" based on "Category"

Description

In many cases, the person who originates an issue does not know who should be assigned to handle it. But they can make
a good guess at the Category. It would be nice if we could associate a user with each Category, so new issues in that
Category would be assigned to that user.

This feature can be usefull indeed.
It's done and committed in rev 577.
