I think it would make sense to auto-add the default assignee as a watcher when an issue is created with "his" category, but another user is being assigned that issue.
From what I understand, the default assignee is there as the responsible for that particular category ("area") of issues. So he should be aware if something is added under his category and it makes sure that things are not forgotten or lost because they got assigned to the wrong person.
