Patch is available for 11 months. Is it possible that it will be merged soon?

I think Redmine core should not have this feature.
It is impossible to test.
Plugins should provide this feature.

So why SVN has these features in core and mercurial and git can't?

SVN does not have this feature. Redmine reads SVN repository directory.
As discussing at #9813, remote SVN is very slow.
Redmine needs to run cat/diff/annotate.
So, Git/Mercurial repository need to be in same machine.
Mercurial repository is easy to sync(pull/push).
You can use hook or etc.
