Wiki pages don't use the local timezone to display the "Updated ? hours ago" mouseover

Description
When mousing over the wiki page link, it displays the wrong time. The wiki page that was just updated displays "Updated 5 hours ago".
Associated revisions
Moved wiki page updated_on eager load to a scope and fixed timestamp titles on wiki page index (#7818).

The links are on wiki page index. This is fixed in r5098.
