Adding Members to a project doesn't show all members available

Database: Mysql 5.5
Ruby Version: 1.8.7
Redmine Version: 1.2.1

I have about 140+ users on my redmine instance. When trying to add members to in the project settings page, I am not able to see all available members. For instance, the "New Member" pane on the right hand side will show only show all users from letters A to M and then start showing all the different groups without inputting any search parameters.

Workaround: If you input a search parameter for users beyond the letter "M" I am able to add those users into the system.

Another issue is that I rely on users letting me know which user should be deactivated or removed from the system and it is difficult if they cannot see the whole list.

We just can't show all users when there are hundreds or thousands of them. The first 100 users are displayed by default and the search field is here to find the other.
