Target version set to 1.4.0

This is tied to <a class="issue tracker-2 status-5 priority-4 priority-default closed" title="Feature: Add "Spent time" column to query (Closed)" href="https://www.redmine.org/issues/971">#971 which is due for 1.4.0; hence the question: should 1.4.0 still supports Ruby 1.8.6, which is EOL at the end of the year?
Redmine - Defect #9751: can't open issue list page and setting page on Ruby 1.8.6https://www.redmine.org/issues/9751?journal_id=345762011-12-08T08:20:03ZEtienne Massip
