Customizable default state for "Public project"

Description

We really need to add configurable default state for "Public" field in new projects. Now all new projects
are "Public" by default, but this is security issue. When project manager will forget to uncheck this box,
project is automatically visible to all external users (depending on config). One sollution can be to set "Public"
checkbox to unchecked state by default, but the best solution is IMHO to add a item "Default value" for
"Public" checkbox into settings page of whole Redmine. This will allow admins to set Redmine to their preferred
behaviour (open-source comunities will probably preffer all projects are public by default, and commercial subjects
will probably use NOT public by default).

In future, there can be also special "default values" section in Settings, where can be placed all settings
for "default values" across whole RedMine.
