Description

How to achieve this, after inputting the due date, the user should not change it. Only the department leader has the ability to update it.

This is not a defect but a usage question. Please use the forums for that.

To answer your question, you can configure which users (or rather roles) can edit which fields in Administration -> Workflows -> Fields permissions. Here, you can deny some roles the ability to change the due date for issues in some trackers and statuses. Note that a user can edit a field if they have at least one role in the project which allows them to edit the field on an issue on the respective tracker and with the respective status.
