Question about local development mode email testing

How do people generally testing is email sending out correctly on development mode? (Assume everything installed on my local computer)
Information I am looking for:
- Software or procedure of testing emailing locally
- The procedure can confirm email has been sent and received by the target
Current Setup for development mode
- Windows vista
- WAMP running with apache and MySQL
- Webrick with netbean for running rails
