Migrating Redmine 1.4.4.stable (PostgreSQL) From Linux to Win Server 2012

Hello,
We need to migrate Redmine 1.4.4.stable (PostgreSQL) based on Windows -> to New 3.10 version and install it on Windows.
We need to move all our settings, and database.
Can anyone please help with instruction or guide?
