Cross-Project Wiki {include} for members of only ONE of the projects

I currently have a redmine project open for my dev team. I have created a wiki set of specifications. I also have a project set up with a client for the same dev project, and would like to "include" that wiki into mine. It works if I'm authenticated, but if the user is NOT a member of both projects, the include doesn't work.

Is there a way to do this? I don't want the client as a member of the dev project. I just want to manage the client in a separate redmine proj, but use a single set of docs.

Any ideas?

Additional Question:

Can ANY member of a project view issues? I thought of making a role that can ONLY see the wiki, but that same user/role can STILL see the issues. I'm trying to prevent that.
