svn repository permissions

I followed the guide to set up repositories and allow users to authenticate against the redmine databse.
It seemed to work...but for some reason it only allows my user to check out. I more users to the project but they can't authenticate....i'm totally lost as to why this should be true.
The projects ARE listed private.....but shouldn't it allow those users to connect?
