My CVS commit times are off

Hello I apologize if this is a noob question to ask but i recently set up Redmine too keep track of my projects and i noticed that whenever i commit changes to my cvs my times are correct but then when i go look at the Redmine page my times are off by 4 hours. I have set my time zone correctly "Indiana(East)". Its wierd i lookled in the database and its like the times are GMT in the database but in my cvs repo it shows me the correct times.
I would really appreciate any help, this is something i have been searching for a few days now and im getting frustrated.
my server is windows 2003, cvs is cvsnt, Redmine 1.2.1.stable (SQLServer)
everything else is fine and the times on my issues are correct its just seems like the time on the database is wrong.
p.s I love the project this application is awesome.
