Installing Redmine on iPage shared hosting - No SSH

Hello forum!
I want to use Redmine on an iPage shared hosting account.
The problem:
After contacting iPage technical support, they told me iPage shared hosting can run Ruby web apps, but iPage do not offer SSH access to their hosting accounts.
The Solution:
I have Googled the issue for some time, and I figured out there might be a turnaround solution for this; by installing Redmine on a local machine, then migrating the database and folder containing all Redmine web app files to iPage shared hosting account.
My questions are:
Will this work? have any one tried this before?
And what are the chances of finding a ready-to-use Redmine distribution that can be simply placed on a shared hosting account without the need to use SSH or any cPanel related Ruby extensions?
