Mandatory Email field after closing status?

Just a question: Is it possible to add a mandatory field with commtens a user
MUST fill in, if she/he changed the status of a ticket?

E.g.: Ticket -> Status -> Closed

2nd question: Is it possible to send this message to a mailing-list or
specific user?
