Is there a setting in 1.4.1 to flag users as allowed to create a new project without making them the administrator? The Roles and Permissions appear to be tied to the individual projects rather than to the roles of the users.

For the time being we were able to come up with a workaround by creating an "example" project and making the users that should be able to add their own projects to Redmine "managers" of that example project. It works, but isn't there a better way? There's an option in the global settings under project that implies there should be a way: "Role given to a non-admin user who creates a project".

As a new user I'm sure I missed something somewhere. The wiki help page for projects in the user section of the guide has been overwritten with weirdness and searching the forums didn't turn up anything obvious.
