Assigning a project to a user.

Is there a way to create a project and assign it to a user so that when they go to the "Projects" page it's flagged with the "My Projects" star? Most of the time the individual user will be creating their own projects, but occasionally the IT manager or assistant will need to create the project and assign it to a developer.

As an alternative is there a plugin for 1.4x that will do this? I didn't see one, but may have missed it.
