Howto environment specific settings (SCM, Attachment storage, Logging)

I develop on redmine and plugon on a windows machine with rubymine and use testing on a sles ruby apache/passenger machine and also on a sles jruby tomcat (warbler) machine.
Do beyond environment specific database settings i need to have environment specific settings for SCM, Logging,.. and most important for attachment storage paths.
Howto do that? Is it even possible withou copy rename files manually?
