Mandatory notes field

Hi,

We use redmine to track bugs and issues during development. while i give the programmers freedom to change their due dates for example, i would like to make them fill in the notes before they submit.

Any way to makes filling notes mandatory?

I am running:
Redmine version 2.2.1.stable
Ruby version 1.8.7 (i686-linux)
Rails version 3.2.11

Create a new custom field and set its properties to "required":
Administration -> Custom Fields -> Issues
