Best Upgrade path (upgrade or migrate)

We are currently on version 1.4.4.stable and looking to move to version 2.3.3
My question is whether or not the upgrade path would be easiest or if it would be best to build 2.3.3 and try to migrate our data into it.
A few pieces of info
- We are looking to clean out some unused plugins (dont know which route is best for this)
- I believe a few of our plugins create new data sets, in other words, if we migrate the DB we would probably need those modules setup on 2.3.3 already or this might not work (vote for upgrade path)
- Our production is very active, so we wouldn't have a lot of time to run an upgrade (vote for migrate)
If anyone has experience in this and suggestions on the easiest path for us that would be great.
