Is there any way to protect attachments?

We are currently using:
Environment:
Redmine version 2.5.1.stable
Ruby version 1.9.3-p125 (2012-02-16) [i386-mingw32]
Rails version 3.2.17
Environment production
Database adapter Mysql2
Is there any way to protect attachments on Redmine without taking users permissions to edit an issue? I'd like users to be able to edit the status of an issue but not delete any attachments.
