Restart Redmine

Hi, i install redmine according to https://www.redminecrm.com/boards/4/topics/1508#Restart-Redmine and i have a problem with restart redmine.
I tried command: touch /var/data/redmine/tmp/restart.txt but is not working. I restarted server, but default page is:
Welcome to nginx!
If you see this page, the nginx web server is successfully installed and working. Further configuration is required.

I do not see default page readme. Why?
The file restart.txt has 0 byte.
All commands (https://www.redminecrm.com/boards/4/topics/1508#Restart-Redmine) was correctly conducted.
