Not able to enable file module for project

The file module for project was disabled in the default setting for some reason. Now I enabled the file module in project setting, but I am not able to see the file module available when i am creating new project. Any advice will be appreciated.
Environment:
Redmine version 3.2.0.stable
Ruby version 2.3.0-p0 (2015-12-25) [x86_64-linux]
Rails version 4.2.5
Environment production
Database adapter Mysql2

Subversion 1.7.14
Git 1.8.3.1
