"New Project" option not visible to users after giving them whole rights

I am now creating users and assigned them to Manager role who has permissions to create project, but out of six only 3 are able to create projects other are not able to see the “New Project” option
When they are trying to login. The weird part is the same users who are not able to create project, when we give them admin access they are able to do it.
