Redmine

Hello all,
I want to create 2 projects in Redmine with different people who validate.
Ie.
One user creates a request. This request has to be validated by his N+1, then in some case by his N+2.
I have a table with users and N+1 and N+2.

How I can do that in Redmine?
Any idea?
