REST API ruby script getting 404

Hello I am trying to do automated ticket creation over the REST API in redmine but having an issue where I just get a 404 every time I post to issues.xml.
I can "Get" just find and have no issues.

Below I have a link to code I wrote, if anyone can point me in right direction or knows the issue some advice would be much appreciated.
